Queensland Traffic Controller

To become an accredited Traffic Controller in Queensland, you must complete an approved TC training course delivered by a TMR-approved provider. To enrol, you must meet all of the following criteria:

Identity & education

• Have completed Year 10 in the Australian school system or equivalent
• Have language, literacy and numeracy skills equivalent to ACSF Level 2
• Provide your Unique Student Identifier (USI)
• Provide Australian legal photo identification for assessment
• Hold a General Construction Induction Card (White or Blue Card)

Driving & transport

• Have held a valid open or provisional driver’s licence in the last 5 years
• Have your own reliable transport

Health & clearances

• Meet the medical fitness criteria
• Meet the criminal history requirements (last 10 years)
• Meet the traffic history requirements (last 5 years)
• Have your own Personal Protective Equipment (PPE) for placement

Course components you must complete

• 20 hours of vocational placement within 3 months (arranged by ACTA Group with a partnered Traffic Management Company)
• 3 on-the-job set-ups within 3 months (students arrange these directly with a Traffic Management Company)
• Working in Proximity to Traffic — Awareness Part 1 (TMR online test)
• Working in Proximity to Traffic — Awareness Part 2: Works Protection Method (TMR online test)

Traffic Controller — Part 1 (Theory)

An 8-hour instructor-led session at our training facility. Covers lectures, group discussions, a written assessment, and a practical exercise in a controlled work environment. After Part 1, you’ll be emailed contact details for one of our partnered traffic control companies, where you’ll complete Part 2.

Traffic Controller — Part 2 (Practical)

One-on-one mentoring by an experienced traffic controller on a live job site. Minimum 20 hours of practical experience required before assessment. Final assessment is conducted at ACTA Group after the placement hours have been logged.

Traffic Controller assessment includes:

• Control traffic with a stop-slow bat per a Traffic Guidance Scheme on at least 2 occasions
• Direct pedestrian traffic, including at least one of: pedestrians with mobility issues, pedestrians with prams, or cyclists
• Use approved communication devices to transmit messages and report traffic offenders, including at least one of: handheld radios or telephones
• Coordinate operations with a pilot vehicle in a shuttle-flow work arrangement
• Participate in risk assessment and management processes
• Identify the type and scope of hazards, their impact, and recommend risk control measures
• Identify key environmental protection issues and describe required solutions
• Locate and complete at least one incident report
• Complete housekeeping requirements

RIIWHS205E — Control traffic with a stop-slow bat

Direct vehicle and pedestrian movement using a stop-slow bat in low-speed environments, applying correct positioning, signalling, and communication.

RIIWHS201E — Work safely and follow WHS policies and procedures

Apply WHS legislation, codes of practice, and site-specific procedures in all work activities.

RIICOM201E — Communicate in the workplace

Use radio protocols, hand signals, and verbal communication to coordinate with team members and the public.

Working as a Traffic Controller, you’ll need the following PPE before commencing on-site work:

• Hi-Vis uniform (shirt + pants)
• Steel-capped work boots
• Hard hat (Type 1 or Type 2)
• 2-way radio
• Stop/Slow bat

Approximate total: $600 – $700.

The TMR Industry Authority Card is the licence that legally authorises you to work in traffic control. It’s separate from your training and is paid directly to the Department of Transport and Main Roads after course completion — not collected by ACTA.

• 3-year licence: $273.90 (includes $47.65 CrimTrac background check fee)
• Replacement card: $82.10

We provide all the documentation and guide you through the application process during your course.

If you’ve already completed equivalent units of competency with another RTO, you may be eligible for Credit Transfer (no fee, no reassessment required) or Recognition of Prior Learning (assessment of existing skills and experience).

This course requires a minimum of 4 students for the class to proceed. If your preferred date doesn’t reach minimum numbers, we’ll move you to the next available intake at no charge.
