Direct vehicles and pedestrians using stop-slow bats, hand signals, and 2-way radio communication on real worksites.

Set up traffic management plans
Read and implement Traffic Guidance Schemes (TGS), set up worksite control devices, and dismantle setups safely.

Apply WHS & risk procedures
Identify hazards, apply risk management processes, and follow workplace health and safety policies on civil construction sites.

Communicate on a worksite
Use industry-standard worksite communication — radio protocols, hand signals, and team coordination in live traffic environments.

Section 03 / Course Format
How the course runs.
A practical mix of classroom theory, real-world simulation, and supervised on-the-job training.

STEP ONE
2 Days Classroom
Full days running 7:45am – 4:00pm at our Burleigh Heads training facility, Brisbane (by request), or onsite at your workplace. Real-life training scenarios, not slide decks.

STEP TWO
20 Hours Placement
Supervised work placement with an active traffic management contractor. ACTA arranges placement with our partnered companies — to be completed within 3 months.

STEP THREE
3 On-the-Job Set Ups
You’ll complete three live worksite set-ups (arranged by you with a Traffic Management Company) within 3 months — proving you can do the job, not just pass an exam.

PREREQUISITE
White or Blue Card
You’ll need your General Construction Induction Card before commencing any on-site placement or work. Don’t have one yet? You can enrol in our next intake.
REQUIRED PPE
Personal Protective Equipment
Hi-Vis uniform, work boots, hard hat, 2-way radio, and stop/slow bat. You’ll need these before placement — not before the classroom days.
There’s more to qualify. Driver’s licence, medical fitness, criminal & traffic history checks, the TMR Working in Proximity tests, and a USI are all required.

What it really costs.
We believe in being upfront about every cost involved in becoming a certified traffic controller — and when each one is paid. You won’t need everything upfront.
Costs are paid in three phases as you progress. The course fee goes to ACTA at enrolment. PPE is purchased before your on-site placement. The TMR licence is paid directly to the Department of Transport and Main Roads after course completion — that’s not a cost ACTA collects.

To become an accredited Traffic Controller in Queensland, you must complete an approved TC and TMI training course delivered by a TMR-approved provider. To enrol, you must meet all of the following criteria:
Identity & education
- Have completed Year 10 in the Australian school system or equivalent
- Have language, literacy and numeracy skills equivalent to ACSF Level 2
- Provide your Unique Student Identifier (USI)
- Provide Australian legal photo identification for assessment
- Hold a General Construction Induction Card (White or Blue Card)
Driving & transport
- Have held a valid open or provisional driver’s licence in the last 5 years
- Have your own reliable transport
Health & clearances
- Meet the medical fitness criteria
- Meet the criminal history requirements (last 10 years)
- Meet the traffic history requirements (last 5 years)
- Have your own Personal Protective Equipment (PPE) for placement
Course components you must complete
- 20 hours of vocational placement within 3 months (arranged by ACTA Group with a partnered Traffic Management Company)
- 3 on-the-job set-ups within 3 months (students arrange these directly with a Traffic Management Company)
- Working in Proximity to Traffic — Awareness Part 1 (TMR online test)
- Working in Proximity to Traffic — Awareness Part 2: Works Protection Method (TMR online test)
Traffic Controller — Part 1 (Theory)
An 8-hour instructor-led session at our training facility. Covers lectures, group discussions, a written assessment, and a practical exercise in a controlled work environment. After Part 1, you’ll be emailed contact details for one of our partnered traffic control companies, where you’ll complete Part 2.
Traffic Controller — Part 2 (Practical)
One-on-one mentoring by an experienced traffic controller on a live job site. Minimum 20 hours of practical experience required before assessment. Final assessment is conducted at ACTA Group after the placement hours have been logged.
TMI — Part 1 (Theory)
A second 8-hour instructor-led session covering lectures, group discussions, and a written assessment focused on traffic management plan implementation.
TMI — Part 2 (Practical)
You must implement traffic management plans safely on at least 3 separate live traffic projects, completing the requirements detailed in the next section.
Traffic Controller assessment includes:
- Control traffic with a stop-slow bat per a Traffic Guidance Scheme on at least 2 occasions
- Direct pedestrian traffic, including at least one of: pedestrians with mobility issues, pedestrians with prams, or cyclists
- Use approved communication devices to transmit messages and report traffic offenders, including at least one of: handheld radios or telephones
- Coordinate operations with a pilot vehicle in a shuttle-flow work arrangement
- Participate in risk assessment and management processes
- Identify the type and scope of hazards, their impact, and recommend risk control measures
- Identify key environmental protection issues and describe required solutions
- Locate and complete at least one incident report
- Complete housekeeping requirements
TMI assessment includes:
Implement traffic management plans safely on 3 separate live traffic projects, including:
- At least 2 of: lane closure, lateral shift, or implementing a TMP at an intersection
- At least 1 project controlling site construction vehicles
During the above, you’ll need to:
- Locate and apply required legislation, documentation, policies and procedures
- Work with traffic control personnel to implement and complete the TMP and TGS
- Confirm all necessary resources are available, including qualified personnel
- Confirm all personnel understand and can implement their roles, tasks, safety and reporting requirements
- Communicate with others to resolve resourcing and coordination requirements
- Confirm unattended sites and shut-down procedures are completed per the TMP/TGS
- Comply with written and verbal reporting requirements, including reporting offending road users

Direct vehicle and pedestrian movement using a stop-slow bat in low-speed environments, applying correct positioning, signalling, and communication.
RIIWHS302E — Implement traffic management plans
Read and execute traffic management plans (TMPs) and Traffic Guidance Schemes (TGS) on civil construction sites.
RIIWHS201E — Work safely and follow WHS policies and procedures
Apply WHS legislation, codes of practice, and site-specific procedures in all work activities.
RIICOM201E — Communicate in the workplace
Use radio protocols, hand signals, and verbal communication to coordinate with team members and the public.
RIIRIS301E — Apply risk management processes
Identify hazards, assess risks, implement controls, and monitor outcomes on live worksites.
Working as a Traffic Controller, you’ll need the following PPE before commencing on-site work:
- Hi-Vis uniform (shirt + pants)
- Steel-capped work boots
- Hard hat (Type 1 or Type 2)
- 2-way radio
- Stop/Slow bat

The TMR Industry Authority Card is the licence that legally authorises you to work in traffic control. It’s separate from your training and is paid directly to the Department of Transport and Main Roads after course completion — not collected by ACTA.
- 3-year licence: $273.90 (includes $47.65 CrimTrac background check fee)
- Replacement card: $82.10
We provide all the documentation and guide you through the application process during your course.
If you’ve already completed equivalent units of competency with another RTO, you may be eligible for Credit Transfer (no fee, no reassessment required) or Recognition of Prior Learning (assessment of existing skills and experience).
