Section 01 / What You'll Learn

This is supervisor-level training. By the end of the course, you’ll have the skills to lead traffic management on a worksite — not just direct traffic.

Implement traffic management plans
Read, execute, and supervise Traffic Management Plans (TMPs) and Traffic Guidance Schemes (TGS) on civil construction sites.

Set up & dismantle worksites
Lead the setup, monitoring, and safe dismantling of live traffic management worksites including lane closures, lateral shifts, and intersection control.

Coordinate teams & resources
Confirm resources are available, brief personnel on roles and safety requirements, and resolve coordination issues during live works.
04
Apply WHS & risk procedures
Identify hazards, apply risk management processes, and ensure compliance with WHS legislation across your worksite.

How the course runs.
A practical mix of classroom theory and supervised on-the-job assessment across multiple live worksites.

STEP ONE
1 Day Classroom
Full day running 7:45am – 4:00pm covering lectures, group discussions, and a written assessment focused on traffic management plan implementation.

STEP TWO
3 Live Traffic Projects
You’ll implement traffic management plans on at least 3 separate live traffic projects — arranged by you with a Traffic Management Company within 3 months of training.

STEP THREE
Final Assessment
Demonstrate competence across lane closure, lateral shift, intersection management, and site construction vehicle control. Statement of Attainment issued within 1-2 days of successful completion.

PREREQUISITE
White or Blue Card
You’ll need your General Construction Induction Card before commencing any on-site placement or work. Don’t have one yet? You can enrol in our next intake.
REQUIRED PPE
Personal Protective Equipment
Hi-Vis uniform, work boots, hard hat, 2-way radio, and stop/slow bat. You’ll need these before placement — not before the classroom day.
Already a Traffic Controller? TMI builds on TC skills. While TC is not a formal prerequisite, most TMI students have completed TC first or are completing both via the Combo course.

What it really costs.
We believe in being upfront about every cost involved in becoming a certified Traffic Management Implementer — and when each one is paid. You won’t need everything upfront.
Costs are paid in three phases as you progress. The course fee goes to ACTA at enrolment. PPE is purchased before your on-site placement. The TMR licence is paid directly to the Department of Transport and Main Roads after course completion — that’s not a cost ACTA collects.

To become an accredited Traffic Management Implementer in Queensland, you must complete an approved TMI training course delivered by a TMR-approved provider. To enrol, you must meet all of the following criteria:
Identity & education
- Have completed Year 10 in the Australian school system or equivalent
- Have language, literacy and numeracy skills equivalent to ACSF Level 2
- Provide your Unique Student Identifier (USI)
- Provide Australian legal photo identification for assessment
- Hold a General Construction Induction Card (White or Blue Card)
Driving & transport
- Have held a valid open or provisional driver’s licence in the last 5 years
- Have your own reliable transport
Health & clearances
- Meet the medical fitness criteria
- Meet the criminal history requirements (last 10 years)
- Meet the traffic history requirements (last 5 years)
- Have your own Personal Protective Equipment (PPE) for placement
Course components you must complete
- 3 on-the-job set-ups within 3 months (students arrange these directly with a Traffic Management Company)
- Working in Proximity to Traffic — Awareness Part 1 (TMR online test)
- Working in Proximity to Traffic — Awareness Part 2: Works Protection Method (TMR online test)
TMI — Part 1 (Theory)
An 8-hour instructor-led session covering lectures, group discussions, and a written assessment focused on traffic management plan implementation.
TMI — Part 2 (Practical)
You must implement traffic management plans safely on at least 3 separate live traffic projects, completing the requirements detailed in the next section. These are arranged by you with a Traffic Management Company within 3 months of completing the theory.
TMI assessment includes:

- At least 2 of: lane closure, lateral shift, or implementing a TMP at an intersection
- At least 1 project controlling site construction vehicles
During the above, you’ll need to:
- Locate and apply required legislation, documentation, policies and procedures
- Work with traffic control personnel to implement and complete the TMP and TGS
- Confirm all necessary resources are available, including qualified personnel
- Confirm all personnel understand and can implement their roles, tasks, safety and reporting requirements
- Communicate with others to resolve resourcing and coordination requirements
- Confirm unattended sites and shut-down procedures are completed per the TMP/TGS
- Comply with written and verbal reporting requirements, including reporting offending road users

Working as a Traffic Controller, you’ll need the following PPE before commencing on-site work:
- Hi-Vis uniform (shirt + pants)
- Steel-capped work boots
- Hard hat (Type 1 or Type 2)
- 2-way radio
- Stop/Slow bat
Approximate total: $600 – $700.

The TMR Industry Authority Card is the licence that legally authorises you to work in traffic control. It’s separate from your training and is paid directly to the Department of Transport and Main Roads after course completion — not collected by ACTA.
- 3-year licence: $273.90 (includes $47.65 CrimTrac background check fee)
- Replacement card: $82.10

If you’ve already completed equivalent units of competency with another RTO, you may be eligible for Credit Transfer (no fee, no reassessment required) or Recognition of Prior Learning (assessment of existing skills and experience).
Both options must be applied for before commencement of training delivery. Speak to our enrolment team about your existing qualifications when booking — we’ll help identify what may be eligible.
