Course Objective

RIIBEF402D Supervise on-site operations

This unit describes a participant’s skills and knowledge required to supervise on-site operations in the Resources and Infrastructure Industries. This unit is appropriate for those working in supervisory roles.

You will learn how to manage on-site safety, communicate regularly with client, personnel, and other relevant parties, diagnose and solve routine and non-routine problems, control work program to ensure objectives are met, coordinate work of personnel and maintain operating records.

RIIGOV401E Apply, monitor and report on compliance systems

This unit describes the skills and knowledge required to apply, monitor and report on compliance systems in the resources and infrastructure industries. It applies to individuals who work in supervisory roles. They generally contribute to compliance processes by undertaking a varied range of activities as defined in written procedures. They typically work in a structured and familiar work environment.

You will learn how to identify, communicate and implement regulation and workplace requirements, Plan and implement systems to meet regulation and workplace requirements, monitor, revise and report performance to confirm legal and contractual compliance and Investigate, report and action non-compliance.

RIIWHS302E Implement traffic management plans

This unit describes the skills and knowledge required to set out, monitor and close down traffic management plans and traffic guidance schemes in civil construction. It applies to those working in supervisory roles. They generally work in teams in live traffic environments and hold some responsibility for the outcomes of others.

You will learn how to prepare and implement traffic management plans, set out traffic guidance scheme, monitor traffic guidance scheme, close down work activities.

RIIRIS301E Apply risk management processes

This unit describes the skills and knowledge required to apply risk management processes in the mining, drilling and civil infrastructure industry. This unit applies to individuals who contribute to applying risk management processes as part of their responsibilities. This could be an employer, line manager, supervisor, safety representative or employee. This unit applies to those who carry out or assist in carrying out risk assessment in the workplace.

You will learn how to plan and prepare for risk management, identify and assess unacceptable risk, identify and recommend risk controls, contribute to the implementation of risk controls and review risk management documentation.

RIIWHS201E Work safely & follow WHS policies and procedures

This unit describes the skills and knowledge required to work safely and follow work health and safety (WHS) policies and procedures in the resources and infrastructure industries. It applies to those working in operational roles. They generally work under supervision to undertake a prescribed range of functions involving known routines and procedures and take responsibility for the quality of own work outcomes.

You will learn how to access and apply site safety procedures, apply personal safety measures, apply operational safety measures, maintain personal wellbeing and identify and report incidents.

RIIWHS201E Work safely & follow WHS policies and procedures

Work safely & follow WHS policies and procedures course is delivered in standard lecture format, with demonstrations included and active participation obligatory. Written assignments will also be an essential element of the course.

Course Includes:

  • Locates and applies relevant legislation, documentation, policies and procedures
  • Works effectively with others to supervise on-site operations that meet all of the required outcomes including:
  • Applying a range of communication techniques to clearly and concisely train and instruct others
  • Applying a range of communication techniques to communicate/consult clearly and concisely all technical information, rules, procedures and regulations to others
  • Demonstrates completion of supervising on-site operations that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:
  • Identifying hazards on site and determining a range of preventative measures
  • Inducting new personnel and visitors about on-site and equipment safety procedures
  • Identifying and defining potential problems and impact through investigating and analysis of available information
  • Outlining contingency plans and implementing appropriate action to resolve the problem
  • Reviewing the outcome of work and refining decisions for future activity
  • Allocating tasks to others and ensuring compliance to policies and meeting targets
  • Managing people and process effectively including conflict resolution and negotiation with others
  • Maintaining written records and logs.

&

  • Apply, monitor and report on compliance systems on at least two occasions, including:
  • Identifying monitoring and reporting requirements of relevant compliance system
  • Routinely reviewing work practices to identify and define problems related to systems of work
  • Adjusting systems of work to minimise risk, increase productivity and meets contractual obligations
  • Prioritising work practices to meet contractual and compliance obligations
  • Providing coaching, information and support to others to maintain the compliance obligations
  • Identifying training programs for others to improve or develop practice for systems of work
  • Providing verbal feedback to others in carrying out their work practice
  • Establishing performance management programs for others who are struggling to meet compliance
  • Maintaining written records and reports for system of work activity, contract obligations, personnel and non-compliance
  • Locate and apply relevant documentation, policies and procedures and confirm that the work activity is compliant
  • Implement the requirements, procedures and techniques for applying, monitoring and reporting on compliance systems
  • Organise work tasks and apply diagnostic, problem solving and decision making techniques
  • Communicate clearly and concisely with others to receive and clarify work instructions.

  • Implement traffic management plans in a manner that is safe and follows workplace policies and procedures on at least three separate live traffic projects, including:
  • Completing at least two of the following:
    •  lane closure
    •  lateral shift
    • implementing a traffic management plan at an intersection
  • Locate and apply required legislations, documentation, policies and procedures including documentation required for worksite projects and required traffic management
  • Work with traffic control personnel to implement and complete a traffic management plan and traffic guidance scheme that meets all required outcomes including:
  • Confirming all necessary resources are available, including qualified personnel
  • Confirming all personnel understand, and are able to implement, their roles, task requirements, safety requirements and reporting requirements
  • Communicating with others to resolve resourcing and coordination requirements prior to and during work activities
  • Confirming that unattended sites and shut-down procedures are completed according to traffic management plan and traffic guidance scheme
  • Complying with written and verbal reporting requirements and procedures, including reporting offending road users.

&

  • Applying planning and organising skills to the risk management processes
  • Identifying or sourcing criteria to determine unacceptable risk
  • Identifying and recognising type and scope of hazards and their impact
  • Assessing and determining the consequence, likelihood and level of potential risk
  • Identifying unacceptable risk using the acceptable/unacceptable criteria
  • Assessing options for appropriate controls and implementing accordingly
  • Identifying and obtaining required resources
  • Preparing and maintaining written records and report requirements
  • Reviewing risk management documentation
  • Identifying and recommending controls
  • Contributing to the implementation of controls.
  • Locate and apply relevant documentation, policies and procedures
  • Apply relevant operational information
  • Apply industry terminology
  • Demonstrate the ability to engage with workers reporting to you, co-workers, and supervisors in the risk management processes

  • Work safely and follow work health and safety (WHS) policies and procedures on at least two occasions, including:
  • Sourcing, interpreting, clarifying and applying site safety information
  • Recognising and following health and safety instructions and information
  • Clarifying and responding to information and directions
  • Carrying out work instructions that comply with WHS policies and procedures
  • Selecting, wearing and maintaining personal protective equipment for all activities that require personal protective equipment
  • Applying safe lifting and manual handling techniques
  • Identifying and reporting on WHS issues to relevant personnel
  • Identifying relevant work permits and clearances
  • Responding to alarms according to workplace procedures
  • Completing workplace reporting procedures.

During the above, the candidate must:

  • Locate and apply required documentation, policies and procedures and confirm that the work activity is compliant
  • Implement the requirements, procedures and techniques required to work safely and follow WHS policies and procedures
  • Work with others to undertake work safely and follow WHS policies and procedures
  • Communicate with others to receive and clarify work instructions and to determine coordination requirements prior to commencing and during work activities.

 

Course Requirements:

  • Be at least 15 years of age.
  • Have completed Year 10 in the Australian school system or equivalent; and
  • Have language, literacy and numeracy skills equivalent to ASCF Level 2.
  • Provision of the participant’s Unique Student Identifier (USI); and
  • Provision of Australian legal photo identification for assessment purposes.
  • Must wear enclosed shoes
