QLD Traffic Controller & Traffic Management Implementer (TC & TMI) Level 1 & 2

Course Objective:

These units of competency provide the skills and knowledge required to control vehicle and pedestrian traffic using stop-slow bats, hand signals and communication devices, as well as set up, monitor and close down traffic management plans and traffic guidance schemes within civil construction.

It applies to those working in operational and supervisory roles. They generally work in teams in live traffic environments and hold some responsibility for the outcomes of others.

Within this course you will learn how to prepare to implement a traffic management plan, and control traffic in and through a work site.

To become an accredited Traffic Controller in Queensland, you must complete an approved traffic controller and Traffic Management Implementer training course, delivered by the Department of Transport and Main Roads approved training provider.
You must meet the following criteria:
    • Have held a valid open or provisional drivers licence in the last 5 years
    • Have own reliable transport
    • Have completed year 10 in the Australian school system or equivalent.
    • Have language, literacy and numeracy skills equivalent to ACSF Level 2.
    • Provision of the participants Unique Student Identifier (USI).
    • Provision of Australian legal photo identification for assessment purposes.
    • Hold a General Construction Induction Card (White or Blue Card).
    • Have your own Personal Protective Equipment (PPE) for placement.
    • Meet the medical fitness criteria
    • Meet the criminal history requirements (last 10 years).
    • Meet the traffic history requirements (last 5 years).
    • Must complete 20 hours of vocational placement within 3 months (arranged by ACTA group with a partnered Traffic Management Company).
    • Must complete 3 on-the-job set ups within 3 months (students are responsible for arranging their own site set ups with a Traffic Management Company).
    • Must complete Working in Proximity Awareness Tests 1 & 2 with TMR

Traffic Controller

Traffic Controller Part 1 – In house training course (Theory):

  • An 8-hour instructor led session: lectures, groups discussion, a written assessment, and a practical exercise in a controlled work environment.
  • Students will be emailed the contact details for one of our traffic control companies, where they will then complete part 2.

Traffic Controller Part 2 – 20 hours onsite placement (Practical):

  • One-on-one mentoring by an experienced traffic controller on a live job site.
  • Participants need to complete a minimum of 20 hours practical experience before being assessed.
  • Final assessment conducted at ACTA Group after hours have been met.

Course Includes:

  • Control traffic with a stop-slow bat according to traffic guidance schemes in a manner that is safe and follows workplace policies and procedures on at least two occasions, including:
  • Directing pedestrian traffic, including at least one of the following:
    • pedestrians with mobility issues
    • pedestrians with prams
    • cyclists
  • Using approved communication devices to transmit message and report traffic offenders, including the use of at least one of the following devices:
    • handheld radios
    • telephones.
  • Coordinate operations with pilot vehicle in a shuttle flow work arrangement
  • Participate in risk assessment and management processes
  • Identify the type and scope of hazards and their impact and recommend risk control measures
  • Identify key environmental protection issues and describe required solutions
  • Locate and complete at least one incident report
  • Complete housekeeping requirements.

Traffic Management Implementer

Traffic Management Implementer Part 1 – In house training course (Theory):

  • An 8-hour instructor led session: lectures, group discussions and a written assessment

Traffic Management Implementer Part 2:

  • You must be able to implement traffic management plans in a manner that is safe and follows workplace policies and procedures on at least 3 (three) separate live traffic projects, including:
    • Completing at least 2 (two) of the following:
      • Lane closure
      • Lateral shift
      • Implementing a traffic management plan at an intersection
    • Completing at least 1 (one) project controlling site construction vehicles

During the above, the candidate must:

  • Locate and apply required legislations, documentation, policies and procedures including documentation required for worksite projects and required traffic management.
  • Work with traffic control personnel to implement and complete a traffic management plan and traffic guidance scheme that meets all required outcomes including:
    • Confirming all necessary resources are available, including qualified personnel
    • Confirming all personnel understand, and are able to implement their roles, task requirements, safety requirements and reporting requirements
    • Communicating with others to resolve resourcing and coordination requirements prior to and during work activities
    • Confirming that unattended sites and shut-down procedures are completed according to traffic management plan and traffic guidance schemes
    • Complying with written and verbal reporting requirements and procedures, including reporting offending road users

Course Includes:

  • Implementing traffic management plans in a manner that is safe and follows workplace policies and procedures on at least 3 (three) separate live traffic projects, including:
    • Completing at least 2 (two) of the following:
      • Lane closure

Course Objective:

These units provide the skills and knowledge required to control vehicle and pedestrian traffic using stop-slow bats, hand signals and approved communication devices in the resources and infrastructure industries.

Applying to those working in operational roles, applicants generally work in teams in live traffic environments under some degree of supervision.

Participants will learn how to prepare and control traffic, operate communication devices and conduct housekeeping activities.

* Please note you are required to have a white Card for the vocational placement component of this course.

ACTA Group’s Participant Advice and Selection Policy outlines in detail a process to be followed for granting Recognition of Prior Learning and Credit Transfer. This is supported with RPL resources available for all course units.

Participants must apply for RPL or Credit Transfer prior to or immediately after formal enrolment but prior to the commencement of the delivery of the units. Any RPL’s granted must be accepted and signed off by the participant.

Due to differing governing bodies in each State and Territory, credit transfers and RPL’s need to be accompanied by an assessment of the student’s underpinning knowledge of the State regulators manual to confirm competency for the state licence/card before competency is granted.

Implement traffic management plans course is delivered in standard lecture format, with demonstrations included and active participation obligatory. Written assignments will also be an essential element of the course.
